W latach 2002–2007 studiował u prof. Eduarda Ovčáčka i doc. Petra Lysáčka na Uniwersytecie Ostrawskim. W latach 2009-2014 ukończył studia doktoranckie na Wydziale Sztuki i Projektowania UJEP w Ústí nad Labem. Od 2008 roku pracuje jako asystent w Pracowni Rysunku Wydziału Artystycznego Uniwersytetu Ostrawskiego. Podczas studiów na FU OU Novotný dał się poznać jako autor interwencji w przestrzeni publicznej. Zainteresowanie autora tworzeniem zaskakujących stymulantów uważności obserwatora szła w parze z zainteresowaniem proceduralnością i efemerycznością dzieła sztuki, które jest szczególnie narażone na różnego rodzaju czynniki zewnętrzne, mniej lub bardziej przewidywalne w przestrzeni publicznej. Częstym elementem jego prac był przede wszystkim tekst przełożony na formę materialną. Chociaż Libor Novotný nie rezygnuje z pracy z tekstem w następnych latach, stopniowo zastępuje go innymi środkami wyrazu, takimi jak wideo lub instalacja. Jednak poszczególne realizacje wciąż zachowują charakterystyczny subwersywny, a czasem wręcz komiczny charakter.

Between 2002 and 2007, he studied at the studio of Professor Eduard Ovčáček and senior lecturer Petr Lysáček at the University of Ostrava. He completed his studies between
2009 and 2014 with a doctoral programme at the Faculty of Art and Design, UJEP in Ústí nad Labem. He has been working as an assistant in the Studio of drawing of the Faculty of Arts of the University of Ostrava since 2018. Novotný already established himself as an author of intervention in public space during his studies at FU OU. The author’s interest in creating surprising stimuli for viewer attention went hand in hand with his interest in the processuality and ephemerality of a work of art, which is especially exposed in public space to various more or less predictable factors. A frequent element of his works was mostly a text translated into material form. Although Novotný is not going to give up the work with the text in the upcoming years, it is gradually being replaced by other means of expression, such as video or installation. However, the individual realizations still retain a characteristically subversive and sometimes even comical character.
